Divine smite charges do not refill after server reset.
I suspect it's behaving like that, because some day it works, some other days it doesn't
- Log in after reset, smite charges do not refill after being used.
- Reset happens, smite charges refill
- Another reset, smite charges do not refill
- Rince and repeat

Steps to reproduce

Use a charge of Divine smite at any moment


Expected result
-----------------------
expect it to refresh over time
Actual result
-------------------
Sometimes it does (until next reset) sometimes it doesn't (until next reset)
