Captain Burtrum's bottle o' breath

Description of Bug Experienced:
Some of the bottles of breath that spawn in Arelith (Island Ruins) Lost Keep (Interior)
are the old water breathing and do nothing. One set is the new and updated and the other isn't.
Steps to reproduce the Bug:
Loot Captain Burtrum's bottle o' Breath in captains dresser/wardrobe.
Expected Result:
Get potions of water breathing
Actual Result:
old style water breathing that no longer has effect
Additional Information/Notes
The potions looted from the loot sack worked fine. The ones looted from the dresser/wardrobe did not. Base value of the ones that don't work is 1000 if that makes it easier to swap.
