Skull Crags(The Howling Pass) North

This area doesn't seem to be marked as wilderness. When going there as a shaman/ranger, I do not receive the movement speed bonus or the map reveal of the area.
Steps to reproduce
----------------------------
Walk into the zone as one of the classes that would benefit from being in the wilderness.
Expected result
-----------------------
Map revealed from your earlier expeditions and moving more quickly through the terrain.
Actual result
-------------------
No associated buff, mentioned above.

It's very strange, given the logging grounds and the areas around the skull crags are usually revealed and given the bonus.
