So!
I was on as my rogue/barb waiting for the surface server to load up and her to be able to continue her journey and I wanted to see what the different - commands did.
Using -balance ? (which if I remember correctly should have just brought up an explanation of the command) actually turned around and told me that only druid could use the command but then told me the area was in balance which is the exact same result my druid gets (even down to the animation).
I'm guessing this is a bug?

Confirming this. I can use balance on a non-druid ranger.
The spell visual is cast, I receive a message that I helped a little bit, and receive the balance state of the area. And when I try to do it again, the message says I need to wait a day.
Also: aside the above it does not affect the area. It was out of balance before I used it, was out of balance after I used it. No matter that according to the message I helped a bit.

It doesn't actually do anything for non-druids, but I should make the feedback message reflect that. Thanks.

I just tried this and I got a:
