Description:
The iron throne scout was docked in Guldorand with its diving bell descended. I was not able to raise the diving bell because we were in local waters, and I could not move the ship because the diving bell was descended. The boat could not go anywhere, it was locked in place because I could not raise the bell.
Steps to reproduce:
My guess is the previous boat lease expired while the diving bell was under water. So the boat was returned to shore with the bell state still as underwater.
Expected result:
To be able to raise the diving bell if I rent it and find it's descended, OR, to have the bell returned to being ascended as it returns to the city when the lease runs out. Both of these things might be good features to have.
Actual result:
The boat is stuck in place. I can't move it to deep water to raise the bell.
