Negative Energy Flood Not Changing Racial Type On Some Enemies

Description of Bug Experienced:
(please include information of what you did, that lead up to the bug, what you expected to happen there, and what actually happened, then move on to describe below:)
Testing a Palemaster build on the PGCC, using negative energy flood to reanimate some enemies to test of Deathless Touch would let me dominate them for super versatile undead summons. Spawned in a kobold to test, killed it, it reanimated just fine-- but the racial type of the enemy didn't change after it came back. This happens consistently. I found a few other racial types don't want to change as well.

Steps to reproduce the Bug:
Spawn in kobold, orc, monstrous, or animal racial type on the PGCC
Kill with Negative Energy Flood
Creature reanimates with improper racial type

Expected Result:
Creature killed by NEF reanimate into undead racial type, thus allowing a pale master to dominate them

Actual Result:
Creatures with certain racial types do not properly change into undead.

(These are only to prove the claim, I tested with multiple enemies of each racial type and found the same consistent result.)

Additional Information/Notes
I'm unsure if this is just a PGCC spawner bug as no reanimated enemies can be dominated using PM's ability there.

The displayed race is just a visual bug :) A fix for that is in the pipeline.
