Neither Master of Import nor Master of Trade in the area "Port Azoun" sell any cooking ingredients, like they used to.
They used to sell spices, sugar, flour, rice, kaeth, and cocoa.
Edit: seems it might just have moved to Calim Importer. That one works!
A few days ago I was shopping there myself; they had sugar and kaeth but no spices, flour, rice, or cocoa (though due to how dark the cocoa sprite is, it's possible I just didn't see it).
This was a non-pirate, non-outcast character.

Instead of every merchant selling the same thing, now each of them sells something different.

All NPCs but one sell at least 3 of those items, so it's possible you missed them.
