Recent Patches Broke UCL for Blackguard

Description
As stated in the Title UCL is not being calculated correctly on multiple classes, from what I have heard from others and my own testing.

Steps to reproduce
Play a Blackguard level to 7

Expected result
Having UCL4

Actual result

Having UCL1 or UCL2
Depending on if the player server swaps, you are given +1UCL on server swap for some reason.

Misc Notes

Screenshot above is after transferring back to the Underdark from the Surface.

I have also -relevel and instead of gaining UCL2 when I should have I gained nothing.
I gained UCL2 when I should have gotten UCL3
I did not gain UCL4 at proper level nor have been given UCL3 when I should have gained UCL4.

Which Server(s)?
Underdark/Surface/Cordor and Planes, are the ones I have tested. I assume all have the issue.

As of server maintenance 4/21/2024, Blackguard UCL is still not correct. Screenshot attached.

Was a deeper issue going on that I didn't touch. Iceborn's got a fix in the pipe.

UCL still broken as of recent patch. Actually got worse and now only have UCL 1.
