Loot Matrix weapons defaulting to Level 2 for usage

In the above examples, both items typically require Level 16 to use

This appears to happen when items are either pick pocketed, or as a loot-matrix drop from rare yellow mobs - I do not believe, or have confirmation this happens with chest based items.

Edit: I will attempt to watch for any other item types, if it helps at all. But this is probably a strong reasonable lead for the devs

I believe this is intended behaviour.

- All chest items that are equippable have an enforced Item Level Requirement (ILR) of 3.
This means items that you find in chests which normally would require a level above 3 will instead require level 3.

While perhaps not exactly as advertised, it seems to be affecting the targeted items.

Probably because matrix weapons are generally bad, and by the time anybody can use them they are already making their own epic/masterwork gear, so even if all the devs wanted to add some new cool weapons to the matrix for the adventurers to find realistically they would 100% of the cases be vendor trash.
