Cordor Crypts not Spawning?

Went through the crypts and no spawns where present on the two lowest levels. Also, the Phylactery was there, but not the litch, which makes me believe they did not spawn properly.

This problem is happening often, and not just in the Cordor Crypts. I've noticed it in the Hill Giant caves, and the Spriggan place (Urdlen's Wake? I'm not sure what the place is technically called)

Ok, now I'm pretty sure most areas are not spawning for me. After a long while I took a big circle around the island and quite a few places were empty. Notably Gnoll caves and a few places in the Spires.

I have also noticed this happening as well and it seems really random. To me it recently happened at Glorag Mor, the first level had spawns, but the second one was entirely empty. (Our party thought someone might have been ahead of us, but the next floor down/boss room wasn't empty!) It was confusing.

might be unrelated, but yesterday we were on a trip to Khollingen. Though most of it we got spawns fine - but when we got to the sunken city? Nothing. Maybe someone was there just before us - but it seems worth mentioning.

This happened for me as well at the Wharftown boys (a few hours ago, tops). The third area was completely empty (thankfully but still).

This is happening all over the Underdark, and I've noticed it tends to happen when the server begins to peak (and seemingly continues to do so even after the numbers have dropped off).

Can confirm this particular location as a repeating offender- went to Khol with Nyx and Zeth, a large swath of the place was empty- although the outdoor area DID eventually spawn a group of hostiles on one of our treks out there.
Was two or three nights ago, sometime in the time range of 2-5 AM.
