Higher capped movement speed for riding

For those who invest points and feats into horse riding (specifically, those who invested feats into mounted combat), they should be allowed a higher cap on movement speed.

Otherwise the AB return for a skill and feat investment might be too restrictive if there are no other benefits. Folks can't ride them everywhere either way, and a haste potion will just equalize everything unless monk levels are involved, which then makes riding horses kind of redundant.
