Dweomercraft - 100% for all

Dweomercraft is strange, unless you're an absolute tier 3 master then you may as well not bother. 33% or 66% chance of success after spending 30k-1 million gold. It's also really annoying to play a mundane and have to hunt down a tier 3 dweomercrafter just to make gear. It isn't like we can talk to sub-epics, it's the very specific epic level (usually wizards, but not spellswords, bards, etc). The RP of looking for the few people capable of doing tier 3 dweomercrafting isn't fun, just as it wasn't when you needed ESF Enchantment. Being an dweomercrafter is fun, but you can't even do that until level 21.

Suggestion: Make it so that runes can be dweomer'd by anyone, mundane or magical at 100%. Runes are a big investment, let people use that investment personally.

At the very least, let anyone with Tier 1 work at 100%, so that you don't have to be an epic level wizard or spend a feat as a druid/cleric/FS/shaman.
