The 1st level spell Ice Dagger deals 1d4 points of cold damage per level. It's a Reflex save for 1/2, and it has a target of one creature.
In contrast, the 1st level spell Burning Hands deals 1d6 points of fire damage per level. Also a Reflex save for 1/2, but it can target as many creatures as you can fit in a cone.
My suggestion is as follows: Increase Ice Dagger's damage die to at least 1d6 of cold damage per level. I would say it would even be reasonable to make it a d8, but I'll leave that up to the devs.
