More player-owned ships to Sencliff

Currently there are two rentals and one pirate ship that is player-owned (Leopard).

With the recent upgrades, this creates the situation where nobody wants to invest in the temporary ships. Reasons for this are that 1) new/inexperienced pirates could simply destroy the expensive upgrades, 2) competing pirate crews could sabotage the upgrades by taking these out at sea to be destroyed by other settlement ships. 3) simply no control over who uses the expensive ship.

Since RP always creates tensions between crews on Sencliff, pirates could profit from 1-2 more ships that can be owned only by dread pirates. Since skiffs are not used anymore, this is also not limited by available space.

Edit: maybe a system where the ship can be rented for a longer period (4 IG years) to the highest bidder, similar to the Dreadnought in Andunor.
