Sleight of Hand -investigate interaction

I suggest making it so that -investigate used on NPCs will report any Sleight of Hands performed on them in the last 24 hours that they detected. This will allow for NPCs in low traffic areas or areas that people don't normally congregate in for any period of time to report the same as if they were in a high traffic area and allow for investigators to get something else useful in their toolkit.

I suggest it report the same as normal investigate, with race and identifying attribute (high cha, str, etc)
