Shared/Extended Quarter Storage

Idea: Add coding to allow multiple people to assign their names to a quarter, and for each person assigned it gives 20 extra storage space. So if your character is sharing a quarter with two other people, the three of you have 60 storage.

Potential addition: Any of the associated characters is able to refresh the quarter, so that a shared quarter isn't lost because one person is out of town for two weeks.

Restrictions: A player can only have their name assigned to one quarter at a time - this means they can't own a quarter or have their name on another. Names are automatically unassigned if the quarter changes hands, and whoever bought the quarter would technically be the new owner of all the chest contents as per normal. Note that a player has to manually unassign (or the quarter is lost) their name before they can assign to a new quarter, to remind them to take out anything they put in. The next time the chest is opened it'll drop by 20 storage after all. The owner of the property still has to give them a key for them to enter. Number of fixtures in a house would remain unchanged.

Reasoning: Lots of adventuring buddies or IC family end up sharing a quarter and are at a disadvantage in regards to storage. Especially if they don't want to be a citizen somewhere. It would help encourage people to share if they got a material benefit from it, and open up more quarters for other groups. It would also help factions to have a base of operations where all the homeless members could have storage, and give additional reason to seek to join factions and thus more RP.

While the other one was rejected, this hopefully wouldn't require the revisiting of all quarters!
