This is a persistent work - it's unpredictable.
Add a rare change to random spawns for creatures that unless you are well and truly prepared and in a group there is no chance of beating - encouraging defensive moves. Script the spawn to despawn at an area change point, and to make sure it's ai gives at least 30 seconds for the PC to react and be able to run.
Not everything on the server should be there for the slaughter. Somethings are just as much fun to run from, or sneak around.
