Whenever an outcast, whether purchased or from-start is on the Surface in an area outside the cities (Any area not affected by the exile scripts), they have a % change to spawn a group of level-appropriate mobs, named "Bounty Hunters", who become more powerful as the outcast levels up. They attempt to kill the outcast, and anyone they're partied with. The bounty hunters have a higher chance to spawn at night.
Bar outcasts from running for surface leadership.
Add a toggle-able option that prevents outcasts from entering a surface settlement, but causes the city to use 5x as many resources per year, and has a substantial gold cost.
