I would love it if all stand alone (i.e non guildhouse) quarters had a unique fixture limit. I doesn't have to even be the "standard" 60 but moving from a small quarter you could decorate to a large quarter that is not part of a guildhouse, only to find you can add 3 fixtures total is disheartening for someone who loves to decorate.
"Can I have my old house back, person I sold it to, because my new neighbor who I do not know is apparently a hoarder and the city has insisted on strict austerity measures for the entire street..." Was a great bit of RP, but feels like it should be unnecessary

Specifically referring to the Manzil apartments, here. I understand that there are three quarters on each area there. While 20 fixtures each seems pretty reasonable (and is), it would be nice if it was actually twenty fixtures each, not 40 fixtures for one quarter, 15 for the next and a dogbowl, two beanbags, one houseplant and a picture of the owner's mother for the last one.

You can contact the DM's if people are being beanbags about it and hog all the fixture limits for a shared area in their quarter, they've had chats with such offenders before and made them share their playground fairly.
