I completed the quest to carry a warded package from the Cordor Library to the Arcane Tower Apex, but when turning in the quest at a writ agent, I receive a prompt informing me that I must level up before completing the quest. The dialogue box for turning in the quest appears, but no reward is given, and the quest still doesn't flag as turned in.
My character is a level 30 character, thus he should be high enough level for this.

What's likely occurring is that your character has enough XP for level 31, and is running into the code that prevents turning in a quests until after you level.
