Bhaal, True Neutral problems

I started a new character, True Neutral Barbarian with the Gift of the (Un)Holy.

When attempting to take a deity, I attempted to choose Bhaal, as his description includes TN clerics, but the option for selecting the deity never showed up. I looked at Silvanus to see if it was a problem of selecting any diety, and the select diety option showed up then.

You can select any deity with any alignment as long as you're not a paladin, cleric, or druid. Bhaal might not be on the list, however. Choose any other deity that's NE and say you're worshiping bhaal. Gift of (un)holy just allows you to consecrate and desecrate altars.

I tried first with Hoar. Then I tried any other diety I could click in through all the lists.

The only deity that even shows me the option to select them is Silvanus.

Bhaal shows up, I just can't choose him. I wasn't even able to select Tempus.

Try write Bhaal into the deity box on creation?

It was in my understanding that the deity box at creation has nothing to do with Arelith chosen deity.

My concern is that either there is some bug that makes Gift of the (Un)Holy force the character to act as if it is divine class in god selection, or what people have told me is wrong and it's supposed to do that. I'd just like to confirm so I know if it's worth remaking the character without the gift after all.

It does not.

And this is a strange bug, because Bhaal on Arelith should allow the following cleric alignments "LN, N, CN, LE, NE, CE" so even if the gift made you count as a divine character, it should have allowed the deity selection.
