Storage Chest/bag bug

There is a common chest used to store books. Different subjects are in different bags but one bag is where new entries are placed. Of course you can't see what is in the bag without taking the bag from the chest. I removed the new entry bag from the chest in order to place an item in the bag. The bag dropped to the ground from my inventory because I'm guessing it had an item in it that the character could not handle due to some restriction (maybe level?). I tried to find someone to replace the bag but it was a few minutes before anyone came along willing to help. The bag had disappeared by then.

This might not be a bug just a mechanical limitation. If so folks should be aware.

I think I figured it out another character had put something in the bag.
