Monk: Improved Whirlwind

I have finally gotten to the point on one of my monks where I see what all the hub-bub was about.

As it is now, this is a flat down-grade to whirlwind in most ways that count, as has been explained elsewhere on the forums.

Recommend this be made instant or even just removed.

For the record, I LIKE whirlwind on a monk, even the look of it. But this 'upgrade' is more punishment as rendered.

This is to be fixed with a future update
