When a Radiant Heart quest turn in causes a level up there is no rank feedback. Normally, you get a message along the lines of "You are <rank>" when turning in a quest to inform you of any change. I suspect rank isn't updating properly when this occurs but it is difficult to tell because there is no other means to track your quest turn ins.

Rank feedback, quest counting toward your rank

No feedback, probably not counting toward rank.

If possible there should be a way to track how many quests you have done and how many more you need to complete to rank up. This would resolve any uncertainty.
