With 250+ skull coins gambled with the ogre (and another 100 for someone else) not a single 'high-end' item has been given out.
Now, this could just be very unlucky, but I wanted to check if 1) there was a recent intentional change, or 2) there could be a bug?

The loot tables for Skull Coin gambling were rebalanced in this timeframe, yes. They are continuing to be monitored and readjusted (including very recently, again) to keep payoffs worthwhile without being gratuitous. Moving to Closed, not a bug.
