Images and Messengers Inconsistent behavior

I don't have many specifics, as I don't normally find out until I check in on someone, or simply never hear from them, but in the past few weeks, Project_Images and occasionally Speedy Messengers have been doing one of these:

Only delivering message in the System chat, not out loud
Not delivering the message at all, but still appearing
Not appearing at all

The most recent example was sending to someone standing in the middle of an Arcane Tower Common quarter, and my Image appeared, and nothing was said, not even the 'shrouded in mysterious magics'. It disappeared, no one got any message. This happened on June 6th.

Any one else that's experienced this, please report, so we can nail this down.
