At level 21 the visual effect for the weapon isn't taking currently. Tried on multiple weapons.
Last tried at approximately 11:40 EST in Brogendenstein (port) Guard house on Embrek Shatterforge, login mjones3 if that helps you catch the script.

Are you 21 hexblade or character level 21?

21 hexblade. There's also an error message popping up on screen sometimes with hexblade in it, I'll try and capture it when it pops it and post it here too.
