Faction Tags Not Working for Shelves or Boards

It has been about 2-3 months where the faction tags for our faction have not worked on bookshelves/message boards (for only allowing a faction to remove books/messages) or fixtures (to rename/redescribe fixtures) despite several different attempts to get them to work.

Steps to reproduce
----------------------------

Create a faction and set ranks to be able to rename/redescribe fixtures and remove books from bookshelves/remove messages from boards. Set individuals to those ranks. Tag fixtures with the faction tag.

Expected result
-----------------------

Individuals with the appropriate ranks will be able to rename/redescribe fixtures and remove books/messages from bookshelves/message boards.

Actual result
-------------------

Individuals with the appropriate ranks handling the tagged fixtures are treated as though they are not part of the faction. They cannot rename/redescribe faction-tagged fixtures and cannot remove books or messages from faction-tagged bookshelves or message boards. The owner is also unable to interact as expected with faction-tagged fixtures, bookshelves or message boards.

Notes
---------

We have tried making a new faction with a different name and applying this tag, setting up the rank powers and trying again. It also has not worked. We have waited over resets (a few months of them) to try again. It similarly has not worked. We have tried making new ranks and waiting. It has not worked. We are not sure what to do except make a bug report now. The factions are being created on the Distant Shores server.

I observed an existing faction on the surface which was able to interact as expected with their faction-tagged shelves.

To verify, you are using { instead of [ for faction. Correct?

I did a similar thing. However!

[ = Individuals/Player Characters
{ = Factions.

Messed up our initial recruitment board, then fixed it later. Works. Enjoy!
