Multiple Bugs for Brogendenstein

Description

There are two minor bugs for Brogendenstein:

1) One of the Yarrow plants in the Mountainside Village area has been destroyed. It was an old plant/fixture, so it cannot be repaired. If there is a way to make this "repairable," then a member of the settlement can fix it.

2) For the Ironhelm ship, it was recently indicated in an update that the Docking Skiff at Skaljard was adjusted, so it could be used properly at the "Disused Jetty." However, when we recently attempted to dock / use the skiff, it was still very difficult (if not impossible) to access. This may need further adjustment.


Steps to reproduce
----------------------------
For issue #1, there is nothing to reproduce. The Yarrow fixture is currently broken. When you click on the fixture, it only provides the option to "handle fixture," and does not provide a Repair option.

For issue #2, simply sail the Ironhelm to the Skaljard docks, and attempt to unboard the ship. The issue may become more likely if there are multiple individuals unboarding at the same time - some individuals get pushed "behind" the skiff, so they are trapped between the skiff and the end of the dock. -Makesafe does not address this problem; you still remain trapped, and ultimately must portal or be -Yoinked out of the situation.


Expected result
-----------------------
For issue #1, the expected result should be for the "Repair" dialogue option to be present on the vandalized plant.

For issue #2, the expected result should be a skiff that is placed so that it does not trap individuals on the dock, and is able to be accessed to reboard the Ironhelm (ship).
