loremaster -teleport create not working

[Babylon System is the Vampire]

It asks for components, but even with components it doesn't work. I don't know what's going on with the other ones, I will try and check later on the pgcc.

Just as a follow up, it worked on a random character on the pgcc fine. No spell components necessary. But my in game character is still getting that message, even when I have spell components.
