So the official position is that you cannot delevel your character to sub-level 16 (meaning, you never get an award for deleting them) and then remake using a normal award to boost to 14?
Why? How is it different from using a normal award on a character you remade within the rules for remaking to get reduced ECL or something?

If you remake an existing character you are not permitted to use a new reward on the remake (if there was one existing you'll have to spend an additional one to regain whatever reward was spent previously).
That entirely goes against the premise of finalizing characters' and their stories.
Those in violation of this can expect to lose either the reward, possibly even the character depending.
Remake examples:
Noburo made a noble character, but decided that cleric is great but healerpath is better. They remake and use a reward to retain their noble. Accepted!
Keith-to likes playing a half elf so much, but they rolled one of their alts and they want to play them as an RDD now! Not accepted.
The reason chiefly being, apart from the whole epic sacrifice reward system meant to reward concluding characters and moving through them, it places additional attachment and advantage on a character, and can deeply change their concept. Which is something all characters cannot do.
That entirely goes against the premise of finalizing characters' and their stories.

I understand that, but how does that apply to using an award on making a level 14 character? You can't actually use the award to change anything (other than your build, which afaik is allowed within reason?), you just remake at level 14. In fact, it's a disadvantage since you can't then use the award on ECL reduction or whatever, you're just paying the award to skip lowbie grind.

There's no finalizing of that character, no reward gained in their name, they're just remaking someone legally and using the reward to skip to level 14 instead of starting at 3.
I mean look, if the purpose of the "skip to level 14" cash-in of a normal award is to only make a fresh and new (not remade) character that's fine-- I'm not complaining. Just have to ask because I'm a little confused by the line about "against the premise of finalizing characters."

Hopping in to backup Rex.
I permit the use of rewards on the same character ONLY for remakes in a specific set of circumstances (e.g. if you make a mistake on your Yuan'tai and want to remake it). It's not meant to crank out the same character again and again.
Ultimatly the award system is, at leastg partly, designed as a award for ending characters storylines and making new ones. Not the other way around.
If change goes in any direction, It will be that I will disslaow the use of an award in any remakes at all.
