This feat seriously makes me giggle.
For the sake of fun let's try to do two things: First, try to think of some fringe example where the worst feat in the game would be worth taking. Then share how you'd hypothetically fix it.
When it's worth taking: You're a dexterity based martial character fighting a boss or object like a phylactery. You don't have the strength for power attack and are doing a maximum of 0 or 1 damage after DR. Your sneak attacks/favored enemy/etc. are not applicable or relevant. You turn on Dirty Fighting Mode and now you're doing a maximum of 4 or 5 damage.
How I'd fix it: Change the damage bonus to Current Level x 3 and make it work on crossbows in addition to melee characters. Now you can play a methodical sniper or slow, methodical butcher!

On topic: it's actually amusingly useful if you want to intentionally limit your APR to 1, someone proposed giving it to everyone by default for that purpose in a different thread talking about the dart game.

So... maybe it's okay as a tiny little boost to whirlwind attack? Still, it's a long way from the description:Only normal attacks (including off-hand attacks) are sacrificed when in this combat mode. Bonus attacks (as from divine power or cleave) are not sacrificed and also receive the damage bonus. (In particular, whirlwind attack functions normally while in this combat mode.)
The character knows brutal and effective fighting tactics.

Circle kick has been and probably always will be terrible.
I had some ideas on Dirty fighting some months back when the STR vs DEX balance was in progress. But basicly it was aimed at making Dirty fighting into the inverse of expertise/power attack/eDodge.
One idea would be that you sacrifice half of your attacks to gain +AB equal to your str mod. This would allow you to possibly get within reach of dex ac and hopefully circumvent the eDodge too.
