Description of Bug Experienced:
The Abandoned Ships cannot be boarded when encountered while sailing; the boatswain simply is unable to take you across.
Steps to reproduce the Bug:
Find an abandoned ship while sailing, attempt to board it.
Expected Result:
You successfully transition to the abandoned ship.
Actual Result:
Nothing happens, and the boatswain ends dialogue.

If it helps, you should know that sometimes boarding a ghost ship works, but most of the time it just doesn't, like OP says.
