Every time I use the -scry command my character is debuffed. Is this by design/intentional?

Yes, that is a feature of Scry.

That's by design. It's to mitigate people -scry'ing someone and then showing up fully warded to kill them, I assume.

That makes no sense, I doubt that's why. Seems more of a bug to me, rather then a feature. Quality of Life issue though.

Believe us, it's not a bug. That is scry, as intended. Scrying is probably one of the most magically intense actions one can take, and it drains the strength right out of the caster. The magical dispel helps to reinforce that by yes, acting as a barrier to prevent single transtion scry/assaults and other things from happening.
Being able to spy on someone then drop in on them completely warded? Thats not a fun way to get assaulted every day.
