Character Unable to Learn New Language

Description of Bug Experienced:
My character Tyne learned elven prior to it being provided to pixies automatically. When elven was later provided to pixies for free, it did not restore the learnable language slot used by elven.

Steps to reproduce the Bug:
Not reproducible in the current Arelith environment.

Time travel to when pixies did not learn elven for free on Arelith, learn elven through the language teaching system, and then wait for elven to be given for free.

Expected Result:
Regain use of the int-based language slot for learning another language.

Actual Result:
Do not regain use of the learnable language slot.

Additional Information/Notes
The character has 16 int for 3 learnable languages, and should have an additional learnable language slot due to class bonuses.

The character has learned the following languages through the system:
Elven
Gnome
Draconic
Celestial

If the language slot for elven had been restored, the character should have been able to begin learning another new language.

I have reported this issue directly to various devs and DMs since I first recognized it shortly after the change to provide elven for free, but the efforts to address the issue (primarily using a re-level on the character) did not resolve it.
