Or if they have 10 levels of RDD they can qualify.

Mechanics aren't ever FOIG unless they're purely RP related, which I don't think anything we currently have is. Only locations and puzzles and stuff related to the game world are considered FOIG.

By contrast, if it were something like where can you find an NPC to give you those forms, then it would be FOIG if they weren't in a well-travelled place.
