Abjurant Champion Ele Strike ASF

Seems like elemental strike is subject to arcane spell failure as an abjurant champion. I have auto still 3 and am wielding a tower shield/moonblade, but have 75% ASF and often drop ele strike

Steps to reproduce:
Use wooden tower shield, dragonbone plate, lesser moonblade on Abjurant Champion

Expected result:
Auto Still 3/abjurant champion allows you to elemental strike in heavy armor

Actual result:
75% arcane spell failure effects ele strike/maelstrom

Misc Notes
Might be ele strike is supposed to benefit from auto quicken/not be subject to ASF due to abjurant?
