I wasnt able to rest on surface with my drow character, i went into rest menu and selected "rest" but what it just looped back into rest menu without any rest. I tested it with and without armor. I also went into caves to see if problem persists, and the problem didnt repeated and i was able to rest as usual.
Steps to reproduce

Make a drow PC
Go to surface
Go to rest menu
Rest
Expected result
-----------------------
Character rests as usual
Actual result
-------------------
Selecting Rest option loops you back to rest menu

Not a bug.
Edit: except where it isn't giving feedback for the reason.
Until recently this disallowed rest was done before the rest menu opened, now it happens when you try to rest proper so the menu is still accessible.

I have now been informed this "feature" wasn't functioning correctly and upon me touching it, it has sprung to life and now all chaos has sprung forth.
I'm deleting it as I have no interest in punishing players with a mechanic that wasn't working. We also already have daylight as a system if we want to restrict duration above and faerzress to reduce frequency below.
