Everything in the code checks out and it seems to behave as expected on my end, how are you able to tell that it's only 10 CL? If it's the message telling you "this spell was cast at X CL", that doesn't determine summon level. That's determined in another script. But this could be an issue with bard CL not stacking with dirgesinger.
