Warlock Foci at Level 1

Warlock is unable to select Spell Focus feats at level 1 creation.
(If you make a gnome though you can do greater illusion spell foci due to the bonus foci feat)

Sorc/Wiz can select spell foci as default.
Shaman can too, as another custom class.

Steps to reproduce

Character creation screen, at level 1. Select Warlock. Attempt to take Spell Foci feats.

Expected result
-----------------------
Being able to.

Not able to.

I don't actually think it's a bug, warlocks are not spellcasters until level 2 which is the requirement to take any spell focus.
