Shaman's CL against dispells

It seems like shaman CL being bugged is not entirely pgcc exclusive. From fights on the live server.

Steps to reproduce

With any 23/4/3 or shaman spread with lower shaman levels. Then get someone to dispell you.

Expected result
-----------------------
23/4/3 by it's own should have a CL 28 against dispells, on paper, but in practice this is clearly not the case. It may be something screwy with swapping servers?

Actual result
-------------------
Your spells can be entirely stripped even by a greater dispelling cast by someone with no abjuration focus.

I noticed that my PC (Bard/Loremaster) is able to demolish x-classed shamans using Mord's scrolls (no foci, so caster level 22 scroll with LM). I don't know the exact builds, but it does seem more easy than expected so is worth checking.
