Shadovar Warlock not getting +2 CL to illusion spells

Description
As a Shadovar subrace that has 4 Warlock levels, my toon should get +2 CL to illusion spells. But when I cast Ghostly Visage the duration is only 4 minutes - instead of the expected 6 minutes.

Steps to reproduce
Create Human toon with Warlock Class at level 1
Select Shadovar subrace
Level up to 4
Cast Warlock spell Ghostly Visage

Expected result
Ghostly Visage Duration: 6 Minutes

Actual result
Ghostly Visage Duration: 4 Minutes

Misc Notes
if this is as per intended, I apologise. But to my understanding CL should increase the turn/levels from Ghostly Visage, no?
