Allow entry to properties during bidding (rejected due to dupelicate)

Right now the system encourages wide spread bidding. Maybe you get something, maybe you get absolutely nothing. But the more you try, the more likely you are to get something.

As it stands, you can't enter houses unless you break in. This means you're blind bidding and if the house isn't going to serve your purposes it goes back up for sale.

Awkwardly, the owner the home can't even enter, but anyone with keys can. Now, it'd great that you can snatch up all your stuff before people buy it, but it's more important that people know what they're buying so they're only bidding on property they want.

For what it's worth I actually rather like it as a suggestion, but feel it needs discussing with the team first.
