Dracolich castable by Wizards barred from Conjuration

Currently, Wizard specialists with Conjuration as their forbidden school cannot cast Epic Spell: Dragon Knight even with the Dracolich stream. Given that Dracolich is obviously meant to be a Necromantic Summon, I think it would make sense to change this. I'm not sure if this is possible with the way forbidden schools work, though. Maybe there needs to be a separate feat for this? At the very least, PMs should be allowed to get their Dracolich even if they cannot cast Conjuration spells.

Would require a separate spell (if this suggestion gets approved) since only one spell school can be attached to a single spell at any time.
