Specifically, is 9th level casting and decent combat ability going to be a thing now? I'm wondering if a serious necromancer with serious shooting ability can work now.

Definitely not true strike. The attack bonus of true strike and AA's enchant arrow shares a +20 cap. They don't stack.
I was thinking that's the same as normal enhancement bonus. My fault. They stacks well.
Spellsword can't imbue ranged weapon, and Arcane Archers don't use shields. But spellsword can accept their first AA level at 9, and ends with a fair spell list and good ab.
Wizard is even better, because you may gain epic spells and still all the candys of a deep arcane archer. But the leveling would be painful. A character with 12 Wizard/8 Arcane Archer needs reliable ally to keep training. I highly suggest to multiclass with vigilante.
Hexblade is more awkward than Spellsword. Useless CL, can't curse ranged weapon, and poor spell list.
Was that recently changed?
On the NWN wiki it says:
"The enchant arrow bonus does not count towards the +20 attack bonus cap."
Also thought it stacked. And it's extra better for the +1 apr from spellsword.
27 ss 3 aa would be 16 quiver level or +8 to stackable ab?
Edit: also if it wasn't clear from the "brrrr" I don't know if this is actually good or not and forgot about disc.

Spellsword doesn't have a path right now that works well with Arcane Archer (ranged weapons) but it is being discussed internally.
The caster level and Arcane Quiver scaling will likely stay the same but the Spellsword features will be different.
I'd be interested in what people think of star pact / zen archers.
Warlock 11 / AA 19 would need 13 dex
Warlock 10 / Ranger 3 / AA 17 seems solid
Warlock 10 / BG 3 / AA 17 needs 13 dex and str, might not be worth it.
I think this opens up a lot of AA builds that can spot a skillcapped sneak (ie 108+ Spot).

transmuter wizard, Tensers spec.
I was running this before the updates.... and could get 55+AC 55+AB and full wizard kit.
not sure how the numbers would stack up now, but i was able to solo endgame content with this build a year ago.... these buffs seem to imply the above build would be even stronger now.
