Finally the post I wanted to create a forum account in the first place.
The way it works with drug dealers (and other randomized merchants too, but it's more critical with drug dealers since they have limited stock) is that at server reset the randomized set of drug-dealers are spawned across Dis, fully stocked and they do not seem to be restocked later.
This sitaution is rather unfair to the people who don't happen to live in a timezone which allows to easily catch the server reboot (and I write it is a person who easily encounters server resets in the hours I am active), as they get almost no chance to buy drugs in Dis.
It's of course unreasonable to expect people to ignore the OOC knowledge that drug dealers will appear with new stock after reset, so it's only natural that they rush to buy stuff out immediatelly, but I don't believe it's the way it has to be.
I'd like to ask to fix that.

I myself have thought of at least two potential approaches:
1. Make drug dealers spawn at randomized delay after the server start (if we assume that normally reset occurs every 24 hours or so then from 0 to 20 IRL hours for example), so that running to Dis at the reboot is pointless and more people get a chance to catch those items;
2. In case if the first option would mean an increase in drugs re-sale price that would only reward those who had been stockpiling drugs, then perhaps the dealers can spawn as they are now, but have their offer restocked at randomized delays from 6-12 IRL hours so that at least more people get a chance to catch drugs available.
But if there are better options it would be nice to have them, because the way it works now both favors a subgroup of players and also "encourages" players to do silly things caused by meta knowledge and understanding that you must rush to Dis at server reset if you want to have a chance to buy some RP items.
