Wiki says
"When an Elementalist is not casting spells, they accumulate a discount on the focus required for their next Theme spell. The discount scales as follows:

4 rounds: 50% "
Tried to check because I see weird things ... Cast extended Haste (with epic char), cost in the combat log : 4.3 focus
From the wiki, haste is base lvl 4, once extended is lvl 5, so base cost for epic char is 1.33, and there is an extra cost for Haste of 3 ... So, 4.3 seems like cost with no reduction at all.
Tried again a few times, waiting quite some time, still no reduction.
So, is there something that I don't get? Was a change announced that not yet notified in WIki? Or should I move to bug report?
