Unarmed/Pugilist builds seem to have a combination of both being very stat intensive while also having the least amount of workable gearing. This would help a little with that, granting 1 to 2 soft STR or Dex (whatever is higher) to characters that are Monks or have the Pugilist feats and have empty mainhand + offhand.
