I think innate ability should not have any weight. Currently it's weight at 0.3 lbs. While that might not sound like a lot, it is worth a weight of another small item, which may or may not push you over the encumbered limit. Especially since it's undroppable, I think it's fairly insidious it counts against your weight limit.
