This is looking at it from the wrong direction. People don't know who you are, because you're an outcast. You're an outcast, because everyone knows who you are. (or at least such a vast majority of people that you meet trouble everywhere you go)

If there was any place left on the surface where you could go and live in peace, you wouldn't be an outcast.
How does this make any sense when nobody knows your name and if you're wearing armor they can't even see your face

I thought it would have been a more immersive option if a citizen of a town was able to go to their city NPC and pay 50,000 gold or something, and then ask if a PC was an outcast or not by saying their name. Then the NPC checks the record and confirms or denys it.

This would have been a far far better option and actually made sense in world.

I like this idea, or have group of NPC town folks talk about rumors and name the Outcast for a price. The outcasts name would only be available if they had recently visited that settlement.

I think it works best for 'settlement' npc's to do it because they're the ones that know it. And it costs alot because it really should be coming out of city funds to look up a potential problem individual.

Could also be a shifty dude at a few bars in game to do it too, they could also spill the beans about pirates, for a price, rendering those tags obsolete.

I'd like this much more.

The whole point of the change was to add consequences to being an outcast. This would return them to being effectively consequence free again. Anyone willing to pay 50k to find out if you're bad has already decided that you're bad. Mechanical confirmation is meaningless at that point.

And again, if the knowledge of your ill repute is gated behind a massive paywall, 99% of people won't have the means to find out, meaning that you can go almost anywhere without consequences, ergo you are not an outcast.

Reaching that level of notoriety means that you're an active topic of gossip, with your name, description, and reputation being whispered around every town, and concerned citizens pointing you out to the people around them.
